Sky has advised the issue has been resolved with the following information.
Root cause: openreach card failure at newcastle pop
Action Taken to Resolve Fault: openreach replaced card
Connectivity has been restored.
Engineers have investigated the Chester Moor end and found no issues there. Engineer is now on-site at the backbone end investigating the issue.
We have not received a further update at this time which would suggest the work ongoing is a considerable task within Sky's backbone team.

They are seeing the problem as a potential loss of synch between ports and they have engineers working on the problem as we speak.
The fault has been passed to Sky's national ethernet team.
Tests at the point of presence in Chester Moor have been completed, but none have resolved the fault.
